48 Since the establishment of Al-Jazeera in 1995, the same year as Sheikh Hamad bin Khalifa’s succession, Qatar has become a theatre and a stage for the airing of suppressed opinions, the place where the debates and discussions that are outlawed and punished in other Arab and Islamic countries are allowed and often even encouraged. Some American diplomats have criticized Al-Jazeera for its journalistic bias as strongly as they criticize media in dictatorial regimes in the Arab League, especially Saudi Arabia.

Qatar is host to exiles and renegades from almost all corners of the Arab and Islamic religious and political spectrum. While Sheikh Yusuf al Qaradawi, possibly the most popular and televised Muslim religious scholar, is denied entry into Great Britain, and while Saad Eddin Ibrahim was tortured and imprisoned in Egypt for his highly reformist ideas about democracy, they both flourish in Doha, supported at least indirectly by Qatari government funds. Although the current cacophony of cultural, religious and political views in Qatar may seem incoherent, there is a deliberate method behind this approach to ideas and change.

Throughout history Qatar and Qataris have been isolated enough by their geography to hide away from authority and escape notice when needed, but not so isolated as to be forgotten. Although early mapmakers were wrong to describe Qatar as an island, the short and defensible strip of land connecting Qatar to Saudi Arabia and then to Abu Dhabi has often allowed Qataris to act like islanders. It is this narrow strip of land attaching Qatar to Arabia that has naturally been the focus of border disputes.
