4 36 CRISIS AND CONCILIATION The consequences of Öcalan’s arrest On the morning of 15 February 1999, the world woke up to news that Abdullah Öcalan had finally been arrested. Within hours pictures were released showing the Kurdish leader bound and gagged on his way back to Turkey. Across most of Turkey, news of the arrest was greeted with jubilation. After almost twenty years on the run the country’s most wanted man was now in custody and would soon be facing justice. Huge crowds soon took to the streets to celebrate the arrest.

Within days incidents were reported in other towns and Turkey began to mobilise its forces for a military intervention. In an attempt to avert a major regional conflict, London proposed the creation of a peacekeeping force made up of contingents from Britain, Greece and Turkey. This was accepted by Athens and Ankara. At the same time, a peace conference was convened. However, this failed to bridge the differences between the two communities. As a result, tensions between Greece and Turkey continued to rise.

However, no agreement was reached. In April 1967 the Greek military seized control of the government. Five months later, in September, the Greek and Turkish prime ministers held a series of discussions on either side of the border in Thrace. Although they 18 CRISIS AND CONCILIATION agreed that Cyprus was harming relations, they could not agree on a solution to the problem. In fact, the meeting itself exacerbated tensions after a new proposal for enosis, put forward by the Greeks at the suggestion of the US, was rejected out of hand by the Turkish government.
